Baryomunsi is the Right Man for Health Ministry, Says Prof Makara

Political analyst Prof. Sabiti Makara has expressed strong confidence in the newly appointed Minister of Health, Dr. Chris Baryomunsi, saying he is well suited to lead Uganda’s health sector.

Makara made the remarks following President Yoweri Museveni’s cabinet reshuffle announced earlier this week, in which Dr. Baryomunsi was transferred from the Ministry of ICT and National Guidance to the Ministry of Health.

A medical doctor by profession, Dr. Baryomunsi previously served as State Minister for Health. In the new cabinet term (2026–2031), he will serve as the substantive Minister of Health, a position that closely aligns with his professional training and experience.

Speaking in an interview with Nile Post, Makara said Baryomunsi made significant contributions to regional health initiatives in Africa through his work with the United Nations before joining active politics.

He also credited him with playing an important role in Uganda’s response to the COVID-19 pandemic, suggesting that President Museveni likely took note of his performance during that period.

"People seem to have forgotten that Baryomunsi held a senior position in matters of health at the United Nations. You cannot rise through the ranks of the United Nations unless you are highly capable," Makara said.

Makara further praised Baryomunsi’s performance at the Ministry of ICT and National Guidance, describing him as one of the government's top-performing ministers during his five-year tenure.

"You should also know that at the Ministry of ICT and National Guidance, Baryomunsi was a star performer who elevated the ministry to another level. In my view, this appointment is a reward from the President for the work he has done," Makara stated.

Commenting on Baryomunsi’s appointment at a time when Uganda is grappling with an Ebola outbreak, Makara said the minister is returning to a sector where he possesses considerable expertise.

He added that the President’s decision demonstrates confidence in Baryomunsi’s knowledge, experience, and ability to manage public health challenges.

"In the case of Baryomunsi, I have no doubt that he will lead the fight to contain and control the spread of Ebola. He is highly deserving of this appointment because he is a seasoned and experienced health professional," Makara said.

Makara noted that Baryomunsi’s background in medicine, public health, and government service makes him an ideal choice to lead the Ministry of Health at a critical time for the country.
